Part of the reason the Ghost seems so crappy is because there isn't any free Ghost production in cities. So you have to buy Ghosts and other units are typically in higher demand (Pegasi/Medusa/Devil/Dragon etc) due to stack bonus's.

If Ghosts are added to city production you'll notice they are a lot better than you think. Plus with ruins being added that have gold in them it will mean suddenly you can/will see a lot more unit production being bought in games due to the fact everyone is going to be a *lot* richer (I'd guess 5-10K worth more gold depending on number of players in the game).

I suspect the 8% is going to be too high. 3 Ghosts would equal roughly 25% to the stack making a city full of 16 light infantry and 3 Ghosts deadly to even the strongest hero stacks (16 infantry = 4 kills + 3 Ghosts at 50% = 1.5 kills = 5.5 kills. So with a bit of luck it would kill the hero stack). At 5% it takes 5 Ghosts to give the light infantry a 25% chance or 27 light infantry at 15% chance to average 4 kills.

If you want to improve the Ghost unit slightly make it fly so it can easily get places with it's 16 movement. After all Ghosts can pass through any object. Then lower the cost to 1300.

Also the cost of the Elf unit should be lowered since it no longer has the 5% critical strike. Probably needs to be 250-275ish (assuming the Elf and Light Cavalry units are going to 2 strength instead of 3 where they belong and the Elf goes to +3 against fliers instead of +2).

P.S. The true crappy unit in Beta3 is going to be the 3 turn Wizard. He's going to be pointless at 3 turns. He should stay a 2 turn unit and simply be banned from Capitol cities.
