Does Pillage cap at 100%?

Does Pillage cap at 100%?

I have a Hero with 125% Pillage but only gained 100% of the production value (it was a crow and I gained 100 gold). Intentional or is my game bugged?

I would hope it is capped at 100%...doesn't make much sense otherwise, unless your hero is Rapunzel
