Does levitate not apply to sea creatures (Serpents and Krakens)?

And if not, what is the reasoning?

What was the terrain over what you tried to lead Serpents and Krakens?
This Sorceress' ability is only applicable for land units in moving over water. Sorceress cant lead water units over land.

Actually the description of the Levitate spell says it can move groups over all terrain but Lava. It's meant to allow stacks to fly over water/walls/mountains.

I suspect there is a terrain check elsewhere that prevents water units from occupying any square but water/swamp/city and the Levitate spell wasn't taken into account properly.

Theme-wise, I'm guessing the water creatures don't have lungs.

I was trying to take sea creatures onto grassland, thought it would work based on the description.

Yes. Also across water etc.

The only place she can't levitate over is Lava.
