Trigger item not given?

I'm playing on the Midguard map where there are several triggers that promise items if you rebuild a city.

This turn I moved a dwarf onto a city with a trigger and rebuilt it. The trigger icon disappeared but I got no text indicating that the trigger completed and the item was not placed in the city. I thought maybe I needed to move my hero into the city to get the item and so I then moved the hero in but still no trigger text or item is available.

Is there something unique about item triggers than require a hero to complete them in order to get the item reward? I know I have gotten gold rewards before for conquering cities.

The game is 21892 (to the end part II) and I have already finished my turn so it may be hard to debug what happened.

I have updated the trigger reward code for Items now, so hopefully it should be working properly from now.
I have added your item manually so it should be in the city now
