Unit movement inconsistencies

In several of my games units produced within the same city spawn with different movement values. For example in one game a city producing scorpions seems to alternate between 14 movement and 15. In another game Dwarves alternate between 10 and 8.

Units can save 2 movement points between turns so if a new produced unit is standing one turn it will have 2 extra movement the next turn. If you send units through a portal they will reach the destination with 2 extra move.
