Eagles have dock-phobia

Clearly this eagle has a fear of docks. His flight path should take it over the dock with a cost of 2 for each square, with remaining move of 16 on the far side.

Strange.
Eagles normally should avoid Docks in the cases they can take another path at the same cost... Will investigate this.
