Time Zone Matching

I would like to be able to specify a range of time zones for players to join a match. I'm happy to play with people all over the world, but I like at least one or two games with people in my own time zone (or within 2-3 time zones) because then we end up playing more frequently and the game moves faster. I also like being able to talk to them live (or taunt them live) and that happens more often with the same time zone.
