There is heroes with terrainbonus for everything except hills and road through mountains, and water
( well, and lava ).
Would like too see a hill hero!
Should be able to guide units through hills same as Giants at 2 movement point, with a max moralbonus of 10-12.
This hero would be quite specialized and only be a valid option on some maps, and in some certain situations. The impact on the game in large should therefore be limited.
Waterheroes seems a bit trickier to implement, but would definitely like too see some items that boost morale on water.
That often worthless ring that gives +10 against flying units for example, that could also provide +5 against boated units....

What's the purpose of these heroes?

If it's *only* to give bonus on water and hill/mountains then it's really a waste of a hero. Your original comment of "only useful on certain maps/situations" says it all. On those maps they will always be used by everyone otherwise they will be used by no one.

The Rangers prime ability is Warding, Anti Air and ruin searching. The Horselord's prime ability is group movement rates coupled with very high leadership on multiple terrain types. To have a useful hero for water and hills only would require some other specialized ability otherwise there is no point for them to exist.

I agree with KGB but its a good Idea too give some Items usefull Skills on Water/Ice/Lava. Waterbonus could be a very good Thing for the Ring mowhar mentioned.

Mountain King (dwarf hero):
Battle: 30 + 6 per 5 points (max 60)
HP: 2 + 1 per 10/20 points (max 4)
OR
Battle usual (like Paladin) and HP 3 + 1 per 20 points (max 4)
Movement: 12 + 2 per 10/20 points (max 16)
Hills Leadership: 5 + 5 per 10 points (max 15)
Negate terrain bonus: 3 + 1 per 5 points (max 8)
City OR Defence Leadership: 2 + 3 per 10 points (max 8)
UL: 5 + 2 per point, max 15
Sight range: 3 + 1 per 5/10/15 points (max 6)
Waterwalk and flight: 2 points / 2 points, no vulcanic movement allowed

This one would be good in hills, in city defence, universal in clearing stacks moving around to get cities in back (negate terrain bonus). Good in waters as well (negate bonus) and as a boat same movement as other heroes.

Another hero suggestions:
Necromancer
Battle lower (like Valkiria or Assassin)
Movement usual (like Paladin or Barbarian)
UL: 7 + 2 per level, max 19
Skills: necromancy - after each battle raises up some skeletons, at level 1 it could be 25% of killed units, always rounded up (so minimum 1). Boostable +5% per 5 points, max 75%.
Skeletons begins with 12 movement and 10 battle +5 in attack and +2 for each skeleton in stack (max +10, like skorpions or demons bonus), 1 UL and just 2 sight range. You could improve them as well:
+1mp for 5 points (max 16), +2 battle per 5 points (max 30) - improoving battle could be as kind of leadership which gives bonus only for skeletons.
Water Chaos: 4 + 4 per 10 points, max 16 (but he would not raise any skeletons after battles in the water)

Very good in late game to support in taking strong defended cities without clear vision what is behind
Probably not strong early.

Priest:
Something similar but just ressurects units that you lost instead of raising new ones. He could start with 2 ressurect points and have +1 per 5 points with maximum of 20. For ressurecting any units he would need number of points = production turn time (and 5 points for hero). He would ressurect units in reversed battle order. Should have a bit more UL as well and some kind of leadership (in defence or city like Mountain King, but not the same, or on the water)

Would be great as a support for strong units stacks. Good in early while You have spider in the beginning or you can levelup quickly and you have griffon/elemental. With barbarian from level 3.

Love the Necromancer and Priest options!

I don't think it's necessary to have a hero for the hills given how powerful dwarves and giants are in the hills.
