Finalize ERROR message

Trying to finalize a map and I'm getting an error message.
It says I can't finalize a map with less than 2 starting positions, but I have all 8 colors with a starting city.
I don't know what I'm doing wrong.

SCIKick,
Go the the 'Map Settings' button in the lower right corner of the editor.
In there select 'Map Controlled Start Positions'
