Ok managed to replicate and fix it. You might need to refresh the cache (press F5) to load the new files.

Maybe it is another bug.

In all my new games I see the same each turn.
When some player send message to "all", this message is shown as a new one each turn. Each new turn I see that in-game chat icon flash as if I have new messages here.
Pressing F5 does not help me.

I can confirm what Solo is describing. Same issue here. Even my own messages cause the message icon to flash for me, every turn, no matter how many turns pass since a new message to "all".
