No.

The game turn has NOTHING to do with the chance of the offer. It's only affected by # of heroes and your gold. So on turn 13 if you have 2 heroes you need 1290 gold to have the max chance (90) and 1290+1100=2390 to get at least 1 ally.

So I have no idea what this table is supposed to represent.

You are however right that as the game goes on you should remove older heroes that are low level. For example once the game turn passes 13 you should be removing level 1 heroes.

But there are certain turns in which higher level heroes can begin to be offered right?

For example, level 2 heroes don't get offered until turn 7?

table represents a practical choice of gold.

for example if it is now turn 10 and i have 3 heroes i'll need 2150 gold for a good hero offer, if i dont have that its better to pillage, if i have more i can send to team members or buy units.

I call it the get lucky table because of this thread name "CHEATING" anyone who memorize this table will be more lucky then anyone who did not and will look like he's "CHEATING" to anyone who dont memorize.

Actually your table represents the worst case hero cost because it shows the maximum cost. So its not the luckiest. The luckiest would be the minimum cost.

For example the 2150 you mention is the max L2 hero cost (1050) + max ally cost (1100). But you can get a L2 hero with a Red Dragon for a little as 1450 gold (600 L2 hero, 850 dragon). That 1450 represents the luckiest price point and in reality you can get a L1 + Red Dragon even cheaper (1250 gold).

For me, the most important number is 400. As long as you have that amount of gold, you are in the hero sweepstakes at a 10% chance. Less than that and you can't get a hero so I try to never go below 400 gold. If you keep waiting until you have more than 2150 in hopes of maximizing your chances at a Red Dragon ally you are going to lose a lot of games to players who buy good production while you are hoping to not only get that Dragon but get him close to the front lines.
